President

Declan has been a lifelong member of Garryowen FC where he enjoyed a long and successful career as a player and afterwards as an administrator.

He also served in many roles, including coaching and as Chair of Rugby. A native of Rathkeale in county Limerick and educated in St. Munchin’s College where he was first introduced to the game, he also had a successful career in retail banking with Bank of Ireland.

He was appointed to the Munster Branch in 2007 and has held the following positions: Chairman of Munster’s Age Grade Committee, Chairman of Munster’s Finance Committee and President of Munster Branch in 2009/10. He was appointed to the IRFU Committee in 2013/14, where he served as Chairperson of the IRFU Age-Grade Committee and Club Loans Committee.

Declan was appointed Chairperson of the IRFU Management Committee in 2015 and served until the end of the 2021/22 season. He has overseen significant change in the IRFU in his time as Chair and has made a valuable contribution to the wellbeing of the Union. He has been an office holder in the IRFU since 2015.
