IRFU to Strengthen Enforcement of Player Payment Regulations for 2026/27

The IRFU has confirmed that it will introduce enhanced measures to enforce its long-standing regulations prohibiting clubs from offering payments or other material benefits to players.

Following a comprehensive review of Regulation 6, which governs player registration, eligibility and movement, clubs overwhelmingly supported retaining the existing rules. However, the review also highlighted the need for stronger enforcement to ensure the regulations are applied consistently across all levels of the game.

For the 2026/27 season, the IRFU's Club Affairs Committee will have expanded powers to monitor and investigate potential breaches. This will include reviewing player movements, monitoring advertisements and social media activity, conducting audits where necessary, and speaking directly with players.

As part of the player registration process, Rugby Connect will also require players to confirm that they have not received any payment, inducement or other material benefit in connection with transferring to or registering with a club.

The IRFU has advised that clubs found to have breached the regulations may face sanctions. Any sanctions imposed will also be made public.

Further guidance will be issued to clubs in advance of the 2026/27 season as the new enforcement measures are introduced.
