Ireland's John Lacey will referee his first ever RBS 6 Nations match in February, while Alain Rolland is also included in the Elite Panel in what is his last season.
Commenting on his selection policy for the two Tests against Argentina, Eddie O'Sullivan said: "I think you'll see quite a bit of change in the team from week to week. The players that are involved in Heineken Cup final this weekend will hit the ground in Buenos Aires on Tuesday and we travel up to Santa Fe the following day. The chance for them to get ready for a Test is limited.
"So the first Test side will probably be based on what we have here (in Limerick) and then, to be fair to those guys (at Leicester and Wasps), you'll want to give them a shot in the second Test.
"I do see us making as many changes as possible. The whole point is if guys show good enough form, they're in with a good shout for the World Cup."
