Ireland's John Lacey will referee his first ever RBS 6 Nations match in February, while Alain Rolland is also included in the Elite Panel in what is his last season.
Ulster coach Mark McCall has named a provisional 25-man squad for Saturday's Heineken Cup clash with Toulouse (Ravenhill, kick-off 1.35pm), and Simon Best has been included.
Team captain and prop Best, who has busily been working his way back to match fitness, has not played for Ulster since breaking his leg against Llanelli last May.
In further boosts for the province, both winger Tommy Bowe (hamstring) and centre Paul Steinmetz (shoulder) have made the cut, although it is not certain if they will make the matchday 22 as their injuries are still quite recent.
McCall is due to announce his starting XV and replacements tomorrow afternoon.
Saturday's clash with the French giants is already a sell-out, according the Ulster branch. Close to 13,000 tickets have been sold.
