Bayonne out-half Craig Gower has recovered from a knee injury to be named at half-back alongside Tito Tebaldi, with the pair boasting just 12 Test caps between them.
Benetton Treviso's Alessandro Zanni will continue at number 8, filling in for injured captain Sergio Parisse who will miss the entire RBS 6 Nations Championship with a cruciate knee ligament injury.
In Parisse's absence, Treviso hooker Leonardo Ghiraldini will captain his country for the second time in his career, while replacement out-half Riccardo Bocchino from Rovigo is the only uncapped player in the visitors' squad.
